MOSCOW-ALSHARQIYA October 7  Russia's deputy prime minister in charge of agriculture has proposed the creation of an OPEC-style grain organization, the Interfax news agency reported. Russia, the world's largest wheat exporter, is one of the world's biggest oil producers but is not a member of OPEC. . He was minister of agriculture for 10 years until 2009.
